Is there a noise ordinance, relating to barking dogs in Cumberland County?  5 dogs in the yard across from me, all tied to posts; and 3 dogs next door to me, all restrained in a very small enclosure .....barking.  all day every day.  It is seriously causing me headaches and anxiety.  What can I do?  Oh, the "pet" owners don't see the problem,  and state that they love their animals as much as they love their kids.  Please.  You gonna tie your kid up in the yard like this.....your butt would be in jail.  Anyway.  What can I do to stop the madnesss?

Found 2 dogs on Arbolada dr this AM. 1 intact Male yellow lab and 1 female (possibly intact) German shepard. Both dogs are young.  If yog have any info about what's these guys came from please contact.  We'd love to get these guys back to their home.
