Noise ordinances

Is there a noise ordinance, relating to barking dogs in Cumberland County? 5 dogs in the yard across from me, all tied to posts; and 3 dogs next door to me, all restrained in a very small enclosure .....barking. all day every day. It is seriously causing me headaches and anxiety. What can I do? Oh, the "pet" owners don't see the problem, and state that they love their animals as much as they love their kids. Please. You gonna tie your kid up in the yard like this.....your butt would be in jail. Anyway. What can I do to stop the madnesss?
